Reading a Green Bond Framework

Climate Finance & InvestmentClimate Risk & ResilienceGovernance, Reporting & Transition

A recorded walkthrough of a real green bond framework, taken a section at a time, showing what to check before you take an issuer's use-of-proceeds language at face value.

A green bond framework is the document an issuer publishes to explain what the money will do. It is not audited, it is rarely standardised, and the distance between a strong framework and a weak one is mostly in what goes unsaid.

Following along

The walkthrough moves through a framework in the order you would read it. Each section pauses on the question worth asking before moving on.

  1. Use of proceeds — how specific is the category, and what could it be stretched to include?
  2. Project evaluation — who decides what qualifies, and are they independent of the desk raising the money?
  3. Management of proceeds — where does the cash sit before it is deployed, and what happens to what is left over?
  4. Reporting — what will be published, how often, and has the issuer committed to it or merely described it?
Signals to weigh when reading a framework
SectionA strong signalA weak signal
Use of proceedsNamed project categories with thresholdsBroad categories with no quantification
EvaluationA committee independent of treasuryDiscretion left with the issuer
ReportingAnnual, allocation and impact, assuredAllocation only, timing unstated

It helps, but it assesses the framework against a standard rather than the projects against reality. Read the opinion for what it declined to assess as much as for its conclusion.
